MINORITY BUSINESS ENTERPRISE
(MBE)
The JSEB/MBE program is designed for small new or existing businesses that are in need of job contracts. This program allows a business to bid on local contracts. To be eligible to bid you must be a certified member on the vendor list. The requirements to get on the vendor list are as follows.
- Must be a citizen/resident of the U.S., as well as a Duval County resident for one year prior to application, or a Jacksonville business for three or more years.
- Personal net worth can be no more than $605,000 excluding personal residence.

- Must own and control 51% of the business in question.
- Must be a for-profit business.
To meet the requirements of the Minority Business Enterprise the applying business must meet all the same criteria plus they must certify themselves as a minority business owner. If you meet these criteria then fill out an application with the Department of Procurement.
